Issue checked in local and Live solution.
2,3 issue occurring because of service response getting None in GetLocationFromIP function.
It's an error from the 3rd party service request.
This manage by web config key DisableThirdPartyIpQuery. If it's true this will never happen.
1,4 issue didn't happen.
